On this day in the Civil War, President Abraham Lincoln gives his annual message to congress. He makes his first major statement of reconstruction in a Proclamation of Amnesty and Reconstruction. Confederate pardons will be conditional on an oath of allegiance to the United States.

On this day in the Civil War, Confederate troops commanded by General Thomas Hindman attack Union forces under Generals James Blunt and Francis Herron. Confederate casualties are over 1,300 with Federal losses approximately the same.
