In his address to the nation Lincoln vows to uphold the Union, saying to Southerners, “In your hands, my dissatisfied fellow countrymen, and not in mine, is the momentous issue of civil war.”

On this day in the Civil War, General Winfield Scott, head of the United States Army, writes a letter to Secretary of State Seward telling him that relief of Fort Sumter is not practical.
